Foreign Trade Policy
Zinc Dross, Light Naphtha, Heavy Naphtha, Full Range Naphtha and
Aviation Gasoline - Import policy and policy conditions revised. — The Cen-
tral Government has amended the import policy and policy conditions for Zinc
Dross (HS Code 2620 19 10) to Free (subject to actual user condition); Light
Naphtha (HS Code 2710 12 21) to Free; Heavy Naphtha (HS Code 2710 12 22) to
Free; Full Range Naphtha (HS Code 2710 12 29) to Free and Aviation Gasoline
(HS Code 2710 12 50) by STEs and Free for Flying Clubs under Chapter 26 & 27
of ITC (HS), 2017, Schedule-I (Import Policy). — M.C. & I. (D.C.) Notification No.
51/2015-20, dated 18-3-2020. (See page E3)
Masks, Ventilators and Textile raw material for masks and coveralls -
Export policy revised. — The Central Government has amended Schedule-2 of
the ITC HS Export Policy, 2018 to prohibit export of Masks, Ventilators and tex-
tile raw material for masks and coveralls with immediate effect. All other items
[except surgical/disposable (2/3Ply) Masks] allowed in the Notification No. 48,
dated 25-2-2020 shall remain “free” for exports. — M.C. & I. (D.C.) Notification

Global Authorisation for Intra-Company Transfers (GAICT) for ex-
port/re-export of dual use SCOMET items/software/technology between India
subsidiary to its foreign parent company - Proformae of application and end-
use certificate notified. — The D.G.F.T. has notified the proformae of applica-
tions and End Use Certificate for implementation of “Global Authorisation for
Intra-Company Transfers (GAICT) of SCOMET items/software/technology”
notified vide Public Notice No. 20/2015-20, dated 24-7-2019, under para 2.79F of
the Handbook of Procedures (HBP) of the Foreign Trade Policy (FTP) 2015-20,

Urad - Procedure for import of 4 Lakh MT Urad for the Fiscal Year
2020-21 prescribed by D.G.F.T. — The Ministry of Commerce and Industry vide
Notification dated 17-3-2020 had allowed import of Urad to an annual quota of 4
lakh MT during the Fiscal Year 2020-21 only by the Millers/Refiners as per pro-
cedure to be notified by DGFT. Now D.G.F.T. has prescribed procedure for the
same and has invited applications online from the intending millers/refiners of
pulses/peas for this purpose. — Jt. D.G.F.T., Trade Notice No. 57/2019-20, dated

Restrictions on export of 13 APIs and 13 Formulations imposed vide
Notification No. 50 - Not applicable to exports by SEZ Units - Clarification. —
In view of representations received from SEZ units and other exporters regard-
ing restrictions on export of 13 APIs and 13 formulations made from these APIs
imposed vide Notification No. 50, dated 3-3-2020, the DGFT has clarified that
export of such restricted APIs and Formulations made therefrom is allowed
from SEZ Units. It has been further clarified that these restrictions are applicable
only on those item descriptions which are specified in the Notification and not
on the entire ITC (HS) Codes. It has been thus clarified that all other items under
the ITC (HS) Codes in the notification other than the ones falling under the item
description specified against each code in the Notification are allowed for ex-
