                                       Foreign Trade Policy
                       Alcohol based hand sanitizers - Export Prohibited — Policy amended. -
               The Central Government has amended Notification No. 53, dated 24-3-2020, with
               immediate effect to prohibit export of Alcohol based Hand Sanitizers falling un-
               der any ITC HS Codes including the HS Codes ex3004, ex3401, ex3402 and 3808
               94. M.C. & I. (D.C.) Notification No. 4/2015-20, dated 6-5-2020. (See page E51)
                       Transport and Marketing Assistance (TMA) on specified Agriculture
               Products - Claims to be made on per kilogram basis for the shipments by air -
               Procedure.  — Consequent upon issuance of Notification No.  17/3/2018-EP
               (Agri. IV), dated  27-4-2020 by the Department of Commerce, the D.G.F.T. has
               amended Chapter 7(A) of the Handbook of Procedures, with immediate effect to
               prescribe that assistance for products exported by air would be based on per kil-
               ogram basis instead of per ton. Annexure-3 to the Notification No. 17/3/2018-EP
               (Agri. IV), dated 27-2-2019 has been replaced indicating the differential rate of
               assistance on per kilogram basis  for the products  exported by  air. The above
               modifications will be applicable only for the fresh applications, submitted after
               the date of this notification.  — D.G.F.T. Public Notice No. 5/2015-20, dated 12-5-

                       ‘Stock Lot’ - Description of ‘Stock Lot’ used  in the Notification No.
               45/2015-20, dated 31-1-2020 - Classification. — In view of prohibition imposed
               on import of Stock Lot (Paper) under HSN Code 4810 of Chapter 48 of ITC (HS),
               Schedule-I (Import Policy) vide Notification No. 45/2015-20, dated 31-1-2020 and
               consequent representations received seeking clarification with regard to descrip-
               tion of ‘Stock Lot’ used in the said Notification, the D.G.F.T. has, inter alia, clari-
               fied that  if the whole imported paper  consignment is without  description for
               each category of paper it is categorised as Stock lot. The Customs would not al-
               low consignment where paper of different description are intended to be import-
               ed and are bundled together under ITC (HS) 4810 as a Stock Lot. In case paper
               proposed to be imported is not covered in any of the existing 8 digit ITC (HS)
               codes under ITC (HS) 4810, the trade is advised to request Department of Reve-
               nue, with proper justification for the creation of a new tariff line. — Dy. D.G.F.T.,

                       Pre-shipment Inspection Certificate (PSIC) - Clarification with respect
               to submission. — In view of the fact that importers have been finding it difficult
               to submit the original copy of  PSIC document for  Customs clearance of metal
               scrap and waste imports in accordance with the conditions laid out in Para 2.54
               of Handbook of Procedures,  2015-20  due to the prevailing situations during
               COVID-19 related lockdown, the D.G.F.T. has decided that a scanned copy of the
               PSIC document may be accepted in place of a physical copy for the purpose of
               Customs clearance. The original physical copy of the PSIC needs to be submitted
               to Customs within 60 days of the clearance. This facility is allowed only till 30-6-
