5. The aforementioned initiatives are expected to enhance trade
facilitation as well as improve the efficiency of the Customs processes. Therefore,
the trade is advised to make full use of the new initiatives and make their
Customs clearance process a pleasant experience. Any difficulties, in this regard,
may please be brought to notice of Board.

Milk and Milk products — Veterinary certificate for import
into India — Relaxation of requirement for shipments
with Bill of Lading dated 30-4-2020 or earlier
Subject : Requirement of Veterinary Certificate for Import of Milk and Milk
Products into India - Regarding.
Please refer to Instruction No. 06/2020-Customs, dated 20-5-2020 [2020
(372) E.L.T. (T23)] wherein it was mandated that compliance should be met
regarding compulsory veterinary certificate issued by Competent Authority of
exporting country under Food Safety and Standards (Food Products Standards
and Food Additives) Regulations, 2011.
2. In this regard, the Department of Animal Husbandry and Dairying
(DAHD) has issued a Circular F. No. L-110102(1)/1/2018-Trade (E-7526) dated
8-7-2020 (copy attached) stating that considering unique and extraordinary situations
in industry due to COVID-19 pandemic, confusion among stakeholders with respect to
applicability of veterinary health protocols as import requirements of milk and milk
products and to minimize financial losses so as to facilitate Ease of Doing Business,
DAHD has no objection for granting AQCS clearance for such consignments as one time
relaxation measure for milk products brought under chapter 35 and 17 which are having
date of lading as 30-4-2020 or before from exporting country subject to fulfilment of
sanitary and hygienic certification. This clarificatory circular will not be considered and
quoted as a precedent in future.
3. In view of above, necessary action may be taken by the field
formations. Any issues faced in implementation of this instruction may be
brought to the notice of the Board.
