Urad — Modalities for import of 4 Lakh MT of Urad for FY
2020-21
Subject : Modalities for import of 4 Lakh MT of Urad for the fiscal year 2020-
2021.
In view of the present situation arising out of pandemic COVID-19, the
Trade Notice No. 57/2019-2020 dated 19th March, 2020 is being partially modi-
fied by extending the last date for receipt of application for import of Urad for
the fiscal year 2020-2021 upto 15th April, 2020, instead of 3rd April, 2020.
2. Accordingly, the applications in response to Trade Notice No.
57/2019-2020 dated 19th March, 2020 will be received till 15th April, 2020.
This issues with the approval of competent authority.

Certificates of origin under India’s Trade Agreements —
Retrospective issuance

Subject : Retrospective Issuance of Certificates of Origin under India’s Trade
Agreements.
On account of the lockdown/curfew in India due to the COVID-19 pan-
demic, the Indian agencies authorised, in accordance with Para 2.103 of Hand-
book of Procedure, 2015-2020, to issue the certificate of origin under India’s free
trade agreements (FTAs), comprehensive economic cooperation agreements
(CECA), comprehensive economic partnership agreements (CEPA) and preferen-
tial trade agreements (PTAs) are temporarily closed and unable to issue the cer-
tificate of origin.
2. In view of these exceptional circumstances, the certificates would be
issued retrospectively by the concerned Indian agencies after they open their of-
fices. Therefore, in the interim period, the customs authorities and other compe-
tent authorities in the trading partners with whom India has a trade agreement
may kindly allow the eligible imports under preferences on a retrospective basis
subject to the subsequent production of the certificates of origin by the Indian
exporters.
3. India would also stand ready to honour its preferential trade agree-
ment imports subject to the respective governments also making a formal request
or putting up a notice in this regard.
This issues with the approval of the competent authority.

Registration cum Membership Certificate (RCMC) beyond
31-3-2020 — Extension of validity
Subject : Extension of validity of Registration cum Membership Certificate
(RCMC) beyond 31st March, 2020.
Under para 2.55 & 2.56 of FTP read with paras 2.91 - 2.95 of HBP, 2015-
20, Export Promotion Councils (EPCs) have been issuing RCMCs to its members.
In view of the current situation due to the COVID-19 pandemic, exporters may
