(a) All exporters who have an export turnover (physical exports) of
Rs. 5 crore in current/preceding financial year and having a good
track record of three years of exports,
(b) Public sector undertakings,
(c) Star Export Houses,
(d) Manufacturer exporters registered with Central Excise who have
been exporting during the previous two financial years and have
minimum export of Rs. 1 crore or more during the preceding
financial year, and
(e) Manufacturer exporters registered with Central Excise who have
paid Central Excise duty of Rs. 1 crore or more during the
preceding financial year.

COVID-19 — 24×7 Customs clearance extended till
30-6-2020
Subject : 24×7 clearance - Regarding.
Please refer to Instruction No. 02/2020-Customs, dated 20-2-2020 [2020
(371) E.L.T. (T74)] vide which it was directed to introduce 24×7 Customs
clearance at all the Customs formations to address any congestion or delay or
surge on account of the prevailing conditions due to outbreak of COVID-19.
2. In this regard, as the situation of COVID-19 pandemic is still
prevailing and trade continues to face challenges therefore as a measure of
facilitation, C.B.I. & C. has decided to extend the facility of 24×7 Customs
clearance at all the Customs formations till 30th June, 2020. However, designated
Sea Ports/Airports already under 24×7 operations shall continue to function
even after 30th June, 2020.
3. Chief Commissioners are therefore requested to make proper
arrangement for the same and deploy sufficient number of officers on 24×7 basis
at sea ports/Air Cargo Stations/ICDs/CFSs, etc. falling in their jurisdiction. A
record may also be maintained of the BEs/SBs filed beyond the normal office
hours, station wise.
4. Suitable Public Notice/Standing Order may be issued.

Bengaluru and Chennai Customs Zones — Clarification
Subject : 1st phase of All India rollout of Faceless Assessment - Regarding.
Reference is invited to Board’s Circular No. 28/2020-Customs, dated 5th
June, 2020 [2020 (372) E.L.T. (T29)] on the launch of Phase 1 of Faceless
Assessment of bills of entry for goods imported primarily under Chapters 84 and
85 of the Customs Tariff Act, 1975 at Bengaluru and Chennai w.e.f. 8th June,
2020. As mentioned therein, the Faceless Assessment is being rolled out in phases
