HBP (Handbook of Procedure) - Validity of HBP 2015-20 and its vari-
ous provisions extended till 31-3-2021 - FTP amended. — The D.G.F.T. has
amended the Hand Book of Procedures, 2015-20 to extend it up to 31-3-2021. Var-
ious other amendments are also made providing extension in the export obliga-
tion period in case of Advance and EPCG Authorisations, extension in validity
period of status certificates, extension in the dates of filing various applications

EPCG Scheme - Filing of requests for Block-wise extension; extension
in Export Obligation Period and submission of Installation Certificate - Time
extended till 31-3-2021. — The D.G.F.T. has amended specified Trade Notices to
extend time period to receive requests in RAs for block-wise extension; extension
in Export Obligation Period and submission of installation certificate up to 31-3-
2021 without payment of additional composition fee of ` 5000/-. — D.G.F.T. Pub-

Transport and Marketing Assistance (TMA) on specified agriculture
products - Procedure - Relaxation of time for submission of physical copy of
application. — The D.G.F.T. has amended sub clause (c) of para 7(A).01 of HBP
2015-20 to grant time up to 30-10-2020 for submission of physical pdf copy of
ANF-7(A)A for the applications filed electronically between 1-2-2020 to 30-9-
2020. for Transport and Marketing Assistance (TMA). — D.G.F.T. Public Notice

Urad — Modalities for import of 4 Lakh MT of Urad for the FY 2020-
2021. — In view of the pandemic COVID-19, the D.G.F.T. has partially modified
Trade Notice No. 57/2019-20, dated 19-3-2020 by extending the last date for re-
ceipt of application for import of Urad for the fiscal year 2020-2021 upto 15-4-

Certificate of origin under India’s Trade Agreements - Retrospective
Issuance. — In view of the lockdown in India due to the COVID-19 pandemic,
the Agencies Competent to issue certificate of origin under India’s Free Trade
Agreements (FTAs), Comprehensive Economic Cooperation Agreements
(CECA), Comprehensive Economic Partnership Agreements (CEPA) and Prefer-
ential Trade Agreements (PTAs) are unable to issue certificate of origin which
shall be issued retrospectively when their offices open. The customs authorities
and other competent authorities in the trading partner countries have been re-
quested to allow the eligible imports under preferences on the condition that the
certificates of origin by the Indian exporters shall be produced later. India would
also honour such preferential imports subject to the respective Governments
making a formal request or putting up a notice in this regard. — Dy. D.G.F.T.,

Registration cum Membership Certificate (RCMC) beyond 31-3-2020 -
Extension of validity. — Under para 2.55 & 2.56 of FTP read with paras 2.91 -
2.95 of HBP, 2015-20, Export Promotion Councils (EPCs) have been issuing
RCMCs to its members which require revalidation from Councils. In view of the
current situation due to the COVID-19 pandemic, it has been decided that Re-
gional Authorities will not insist on valid RCMC from the applicants for any in-
