Restrictions imposed due to COVID-19 - Local Users for REG to accept
scanned copies of Pre-registration applications. — In view of the closure of es-
tablishments/restrictions on moving out of residences imposed in India due the
COVID-19 pandemic, the offices of the Local Users for REG are either closed or
working with skeletal staff and hence the applicants are unable to visit the offices
of Local Users to physically submit the Pre-Application Form. It has, therefore,
been instructed that Local Users for REG would accept scanned copies of the Pre-
registration application and other relevant documents submitting by the appli-
cant exporters for processing their applications. — Dy. D.G.F.T., Trade Notice No.

Certificates of Origin - Retrospective issuance of certificates of origin
under India’s Trade Agreements. — With reference to Trade Notice No. 59,
dated 28-3-2020 regarding retrospective issuance of preferential certificates of
origin in the light of the lockdown/curfew in India due to the COVID-19 pan-
demic, the D.G.F.T. has informed that all such applications would be processed
by the authorised agencies and digitally signed copies transmitted to the appli-
cants. The physical copies of the certificate could be issued once the offices of
these agencies open. A uniform fee of ` 600 for all preferential certificates, irre-
spective of whether they are retrospective or not shall be charged. — Dy.

Preferential certificate of origin - Electronic filling and issuance for
India’s export under various FTAs/PTAs w.e.f. 7-4-2020. — In continuation to
the Trade Notice(s) No. 34/2015-2020, dated 19-9-2019, 41/2019-2020 dated 12-
12-2020 and 53/2019-2020 dated 2-3-2020, the D.G.F.T. has informed that the
Online Platform for Preferential Certificate of Origin is being further expanded to
take up various other FTAs/PTAs. The Preferential Certificate of Origin for ex-
ports to various other countries under specified FTAs/PTAs shall also be applied
and issued only from this online platform with effect from 7-4-2020. The desig-
nated agencies will issue digitally signed electronic certificates of origin only and
no hard copy of the same will be provided. — Dy. D.G.F.T., Trade Notice No.

Refund Palm oil - Import conditions notified. — In view of amendment
of the Import Policy of refined palm oil under Exim code 151190 from ‘Free’ to
’Restricted’ vide Notification No. 39/2015-2020 dated 8-1-2020 issued by the Cen-
tral Government, the D.G.F.T. has prescribed the conditions subject to which im-
port of Refined Palm oil will be permitted. — Dy. D.G.F.T., Trade Notice No.
