Customs Law & Procedure
Exchange rates for import and export of goods. — Exchange rates for
Indian Rupee have been revised for imports and exports w.e.f. 17-4-2020. The
value of USD now stands at ` 77.65 for imports while ` 75.95 for exports. — Noti-
fication No. 39/2020-Cus. (N.T.), dated 16-4-2020. (See page N54)
Compulsory e-Sealing of Goods for Deposit and Removal from Cus-
toms Bonded Warehouses - Implementation deferred till 30-6-2020. — In view
of the representations received from e-seal vendors to defer the implementation
of Circular No. 10/2020-Cus., dated 7-2-2020 regarding compulsory e-sealing for
deposit and removal of goods from Customs Bonded Warehouses, the C.B.I. & C.
has decided to defer its implementation till 30-6-2020. The new date of imple-
mentation of the said Circular shall be 1-7-2020. — M.F. (D.R.) Circular No.

Measures to facilitate trade during lockdown due to COVID-19 -
Period of relaxation for submission of undertakings in lieu of Bonds extended
till 15-5-2020. — While inviting attention to Circular No. 17/2020, dated 3-4-2020
wherein relaxation was given to accept an undertaking in lieu of a bond required
during Customs clearances upto 30-4-2020, and in view of extension of lockdown
period till 3-5-2020 by the Government, the C.B.I. & C. has further extended the
facility of accepting undertaking in lieu of bond for the period till 15-5-2020. As
such, the date for submission of proper bond in lieu of such undertakings has
been extended till 30-5-2020. Furthermore, the undertaking in lieu of bond is to
be submitted by the registered e-mail ID of the IEC holder or their authorised
Customs Broker. In addition to this, Customs Zones may prescribe uploading of

Anti-dumping Duty
Anti-dumping duty on Acetone originating in, or exported from, Korea
RP, Chinese Taipei and Saudi Arabia extended. — The Central Government has
amended Notification No. 5/2015-Cus. (ADD), dated 18-2-2015 to extend the im-
position of Anti-dumping duty on imports of Acetone, originating in, or export-
ed, from Korea RP till 14-10-2020 and Notification No. 13/2015-Cus. (ADD), dat-
ed the 16-4-2015 to extend the imposition of Anti-dumping on imports of Ace-
tone, originating in, or exported from, Chinese Taipei and Saudi Arabia till 14-10-
2020 unless revoked, superseded or amended earlier. — Notification No. 7/2020-
Cus. (ADD), dated 15-4-2020. (See page N51)
