Customs Law & Procedure
Conduct of personal hearings in virtual mode under Customs Act -
Guidelines. — With a view to adopt measures to ensure social distancing, re-
duce physical presence on account of recent outbreak of COVID-19 (Corona-
virus), and to use modern information and communication technology systems
and change conventional mode of work, in areas not covered by Customs ICES
EDI system/ICEGATE online gateway, the C.B.I. & C. has decided that personal
hearing, in respect of any proceeding under Customs Act, 1962, given by various
authorities, such as Commissioner (Appeals), original adjudicating authorities
and Compounding authority, may be conducted through video conferencing
facility. Detailed guidelines to conduct such virtual hearing have been issued so
that ongoing Customs work of appeals and adjudications are completed expedi-
tiously for quick delivery of justice. These guidelines will mutatis mutandis apply
to personal hearings granted under Central Excise Act, 1944 & Chapter V of

Foreign Trade Policy
Paracetamol (including FDCs) - Export policy of formulations made
from Paracetamol (including FDCs) revised to Free. — The Central Government
has amended Notification No. 50/2015-20, dated 3-3-2020 in respect of Chapter
30 of the Schedule 2 of the ITC HS Export Policy to allow Free export of formula-
tions made from Paracetamol (including FDCs) with immediate effect. However,
Paracetamol APIs (Active Pharmaceutical Ingredients) will remain restricted for

Pulses - Import of Yellow Peas, Green Peas, Moong, Tur/Pigeon Peas
restricted. — The Central Government has notified the annual quota for the fiscal
year 2020-21 for Yellow Peas, Green Peas, Moong and Tur/Pigeon peas. The im-
port policy conditions such as Minimum Import Price (MIP) of ` 200/and port
restriction as notified earlier remain unchanged. Quota for the fiscal year 2020-
2021 shall be allotted only to millers/refiners. Detailed procedure shall be noti-

Pulses - Import of Yellow Peas, Green Peas & Others - Quantity of
each categories of Peas notified. — The Central Government has notified the
quantity of each category of peas for import during fiscal year 2020-2021. No im-
port of Yellow Peas has been allowed whereas a quantity of 75,000 M.T. has been
allowed for each of the Green Peas and Other Peas (0713 10 90). — M.C. & I.

Raw cane sugar - Allocation of additional quantity of 745 MTRV for
export of sugar to USA under Tariff Rate Quota (TRQ). — The D.G.F.T. has al-
located an additional quantity of 745 MT (Raw Value), raw cane sugar for export
under Tariff Rate Quota (TRQ) to USA for the fiscal year 2020 (1-10-2019 to 30-9-
