Customs Law & Procedure
Exchange rates for import and export of goods. — Exchange rates for
Indian Rupee have been revised for imports and exports w.e.f. 3-7-2020. The val-
ue of USD now stand at ` 76.40 imports while ` 74.70 for exports. — Notification
No. 55/2020-Cus. (N.T.), dated 2-7-2020. (See page N26)
All Industry Rates of Duty Drawback - Rates and Drawback caps re-
vised for certain export items and prescribed for some new items. — The Cen-
tral Government has amended Notification No. 7/2020-Cus. (N.T.), dated 28-1-
2020 to revise the rates of Duty Drawbacks and Drawback caps on export of
specified goods. Drawback caps have also been prescribed for some more export
items. These changes shall be effective from 15-7-2020. — Notification No. 56/2020-
Cus. (N.T.), dated 13-7-2020. (See page N27)
AEO certification - Validity of all the existing Authorized Economic
Operator (AEO) certification for case of renewal process extended till 30-9-
2020. — In view of representations received regarding difficulties being faced by
the AEO entities in renewing their existing certifications owing to the national
lockdown, the C.B.I. & C. has decided to extend validity of all the AEO certifi-
cates expired/expiring between 1-3-2020 and 30-6-2020 till 30-9-2020 except for
those entities against which a negative report is received during this period. Ac-
cordingly, Circular No. 27/2020, dated 2-6-2020 stands modified as above. —

Faceless and Contactless Customs - Turant Suvidha Kendra at all Cus-
toms Formations and extension of other online facilities - Clarification. —
With an aim to provide a ‘Faceless, Contactless and Paperless’ Customs admin-
istration, the C.B.I. & C. has introduced a number of initiatives that leverage
technology in order to enhance the efficiency in the Customs clearance processes
thereby leading to speedy clearances, transparency in decision-making, ease of
doing business and very importantly, reduce physical contact in the prevailing
pandemic situation. These initiatives include automated clearances of Bills of
Entry, digitisation of Customs documents, paperless clearance, Faceless Assess-
ment and establishment of Turant Suvidha Kendra at Bengaluru and Chennai.
With a view to further prepare the ground for applying the reforms pan-India,
the C.B.I. & C. has now decided to start Turant Suvidha Kendra in All Customs
Formations, Registration of Authorised Dealer Code, Bank Accounts through
ICEGATE, Automated debit of bond after Assessment and Simplified Registra-
tion of Importers/Exporters in ICEGATE. — M.F. (D.R.) Circular No. 32/2020-

Milk and Milk products - Veterinary certificate for import into India -
Relaxation of requirement for shipments with Bill of Lading date 30-4-2020 or
earlier. — With reference to Instruction No. 6/2020-Cus., dated 20-5-2020 where-
in it was mandated that compliance should be met regarding compulsory veteri-
nary certificate issued by Competent Authority of exporting country under Food
Safety and Standards (Food Products Standards and Food Additives) Regula-
tions, 2011 for clearance of consignments of Milk and Milk products, the C.B.I. &
C. while drawing attention to the relaxation granted by the Department of Ani-
