This Department is regulating import of livestock and livestock products
under the Livestock Importation Act, 1898. As stated in this Department’s O.M.
No. 109-36/2014-Trade, dated 12th May, 2015, under the annexure-I for Risk
Management System, presently the Animal Quarantine and Certification Services
(AQCS) officials are also inspecting the custom sealed samples of goods for
physical identification purpose.
2. Out of total 699 Custom Tariff Heads (CTHs) lines, presently
mapped with AQCS for Risk Management, the 272 Custom Tariff Heads (CTHs)
lines fall under “No Testing” category (list enclosed).
3. To facilitate “Ease of Doing Business” and early clearance of
imported consignments of livestock products, no custom sealed sample will be
required/collected by AQCS for clearance of imported consignments under No
Testing (NT) category. These imported consignments will be granted AQCS
clearance on the Single Window System (SWS) based on Veterinary Health
Certificate uploaded on the SWS along with other relevant documents while
filing Bill of Entry by the importers.
4. Office of Customs, Department of Revenue may ensure themselves
the physical identification of imported consignments for these 272 Custom Tariff
Heads (CTHs) lines under “No Testing” category as per their extant laws and
regulations to ensure compliance.
5. This O.M., especially the operative para 3 as above, will come into
force with immediate effect.
6. This has the approval of the Hon’ble Minister for Fisheries, Animal
Husbandry and Dairying.
