Transhipment of Cargo to Nepal under Electronic Cargo Tracking Sys-
tem Regulations, 2019 - Amendment of 2020. — The C.B.I. & C. has amended
the Transhipment of Cargo to Nepal under Electronic Cargo Tracking System
Regulations, 2019 to, inter alia, insert provisions for registration of authorised

Sea Cargo Manifest and Transhipment Regulations, 2018 - Second
amendment of 2020. — The C.B.I. & C. has amended the Sea Cargo Manifest and
Transhipment Regulations, 2018 to extend the period of filing of cargo declara-
tion or arrival and departure manifest and to deliver cargo declaration in the
manner as was applicable before commencement of these regulations till 30-9-
2020. — Notification No. 66/2020-Cus. (N.T.), dated 31-7-2020. (See page N60)
Dabgram village, District Jalpaiguri (West Bengal) notified Inland
Container Deport for unloading of imported goods and loading of export
goods. — The C.B.I. & C. has amended Notification No. 12/97-Cus. (N.T.), dated
2-4-1997 to declare Village Dabgram, Tehsil Bhakti Nagar, District Jalpaiguri,
West Bengal as an Inland Container Depot (ICD) for unloading of imported
goods and loading of export goods. — Notification No. 67/2020-Cus. (N.T.), dated

Exchange rates for import and export of goods. — Exchange rates for
Indian Rupee have been revised for imports and exports w.e.f. 7-8-2020. The val-
ue of USD now stands at ` 75.75 for imports while ` 74.00 for exports. — Notifica-
tion No. 69/2020-Cus. (N.T.), dated 6-8-2020. (See page N64)
Sunset review of Countervailing Duty Measures - Guidelines and Pro-
cedure for filing applications. — While inviting attention to Section 9 of Cus-
toms Tariff Act, 1975 and to Rule 24 of Customs Tariff (Identification, Assess-
ment and Collection of Countervailing Duty on Subsidised Articles and for De-
termination of Injury) Rules, 1995, the Directorate General of Trade Remedies
(DGTR) has outlined the procedure for initiating a Sunset Review (SSR). The in-
formation to be submitted by the petitioner with the prescribed normal applica-
tion format has also been prescribed for Sunset review. — D.G.T.R. Trade Notice

Turant Customs - All India rollout of Faceless Assessment - Delhi and
Mumbai Customs also included in 2nd Phase. — While inviting attention to the
Circular No. 28/2020-Cus. and Instruction No. 9/2020, both dated 5-6-2020 on
the 1st phase of All India rollout of Faceless Assessment under the Turant Cus-
toms programme which had begun from 8-6-2020 at Bengaluru and Chennai Cus-
toms Zones, the C.B.I. & C. has decided to begin the 2nd phase of All India roll-
out of Faceless Assessment w.e.f. 3-8-2020 by including Delhi and Mumbai Cus-
toms Zones and extending the scope of Faceless Assessment at Chennai and

Disposal of Ammonium Nitrate by Chennai Customs. — The C.B.I. &
C. has issued a Press Release to the effect that 740 MTS of imported Ammonium
Nitrate seized by Chennai Customs due to import policy restrictions is securely
stored and safety of the cargo and public is ensured considering the hazardous
nature of the cargo. The disposal of the said cargo will be done within a short
