Iron and Steel - Delay in Shipments due to COVID-19
— Validity of Automatic Registration Number generated
under SIMS till 31-3-2020 extended
Subject : Amendment in import policy of Iron & Steel and incorporation of
policy condition in Chapter 72, 73 and 86 of ITC (HS), 2017,
Schedule-I (Import Policy).
In exercise of powers conferred by Section 3 of FT (D&R) Act, 1992, read
with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended
from time to time, the Central Government hereby amends Para (c) of the Policy
conditions incorporated vide Notification No. 17/2015-2020 dated 5th Septem-
ber, 2019 published in the Gazette of India (Extraordinary) vide S.O. 3214(E) dat-
ed 5th September, 2019, as under :
c. The Steel Import Monitoring System (SIMS) shall require importers to
submit advance information in an online system for import of items in the
Annex and obtain an automatic Registration Number by paying registra-
tion fee of Rs. 1 per thousand subject to minimum of Rs. 500/ and maxi-
mum of Rs. 1 lakh on CIF value. The importer can apply for registration
not earlier than 60th day and not later than 15th day before the expected
date of arrival of import consignment. The automatic Registration Number
thus granted shall remain valid for a period of 75 days.
Note : The automatic registration number generated till 31-3-2020 shall remain
valid for a period of 60 days beyond the 75 day period notified vide DGFT Notifi-
cation no. 17 dated 5-9-2019, in view of delays in shipments due to COVID-19
breakout. In effect, the automatic registration number generated till 31-3-2020
shall remain valid for a period of 135 days.
Effect of the Notification : One-time relaxation is provided through ex-
tension of validity to 135 days of the automatic registration number generated
under SIMS till 31-3-2020.

Diagnostic kits — Export policy revised
Subject : Amendment in Export Policy of Diagnostic Kits.
In exercise of powers conferred by Section 3 of the Foreign Trade (Devel-
opment & Regulation) Act, 1992 (No. 22 of 1992), as amended, read with Para
1.02 and 2.01 of the Foreign Trade Policy, 2015-20, the Central Government here-
by makes the following amendments in the Schedule 2 of the ITC HS Export Pol-
icy related to export of Diagnostic Kits, with immediate effect :
