Authorised Public Undertaking (APU) specified to avail facility of de-
ferred payment of Customs import duty. — The Central Government, has
amended Notification No. 135/2016-Cus. (N.T.), dated 2-11-2016 to specify Au-
thorised Public Undertaking (APU) to avail the facility of deferred payment of
Customs import duty under proviso to sub-section (1) of Section 47 of the Cus-
toms Act, 1962. Explanation under Notification has also been substituted to de-
fine AEO and Authorised Public Undertaking as the ones which are approved by
the Directorate of International Customs under the C.B.I. & C. — Notification No.

Deferred Payment of Import Duty Rules, 2016 - Amendment of 2020.
— The Central Government has amended the Deferred Payment of Import Duty
Rules, 2016 to omit Rule 4 which required eligible importer to intimate the juris-
dictional Principal Commissioner of his intention to avail the benefit of these
rules. — Notification No. 79/2020-Cus. (N.T.), dated 19-8-2020. (See page N101)
Exchange rates for import and export of goods. — Exchange rates for
Indian Rupee have been revised for imports and exports w.e.f. 21-8-2020. The
value of USD now stands at ` 75.90 for imports while ` 74.15 for exports. — Noti-
fication No. 80/2020-Cus. (N.T.), dated 20-8-2020. (See page N101)
Customs (Administration of Rules of Origin under Trade Agreements)
Rules, 2020 notified. — The Central Government has notified the Customs (Ad-
ministration of Rules of Origin under Trade Agreements) Rules, 2020 which shall
come into force on 21-9-2020. — Notification No. 81/2020-Cus. (N.T.), dated 21-8-
2020. (See page N102)
Nashik notified as International Courier Terminal. — The C.B.I. & C.
has amended Notification No. 27/2018-Cus. (N.T.), dated, 28-3-2018, to appoint
Customs Airport, Nashik as International Courier Terminal. — Notification No.
82/2020-Cus. (N.T.), dated 21-8-2020. (See page N113)
Pets/Live Animals - Procedure revised for import. — While inviting at-
tention to various circulars prescribing procedure to import Pet/Live Animals
including cat and dog in various scenarios like import by passengers in general,
import by passengers under Transfer of Residence in terms of Baggage Rules and
Re-import etc., the C.B.I. & C. has informed that the Ministry of Fisheries, Animal
Husbandry & Dairying, Department of Animal Husbandry & Dairying (DAHD)
has issued Office Memorandum dated 15-7-2020 prescribing procedure for im-
port of Live Animals, therefore, all the circulars issued earlier by C.B.I. & C. have
been withdrawn and new procedure in view of revised SOP issued by DAHD

Manufacturing and other operations undertaken in special warehouses
under Section 65 of the Customs Act - Procedure. — The Central Government
has notified Manufacture and Other Operations in Special Warehouse Regula-
tions, 2020 (MOOSWR, 2020) vide Notification No. 75/2020-Cus. (N.T.), dated
