& C. had issued Instruction dated 27-4-2020 for conduct of personal hearings in
virtual mode by all adjudicators and appellate authorities in regard to proceed-
ings under the Customs Act, 1962, Central Excise Act, 1944 and Chapter V of Fi-
nance Act, 1994. The C.B.I. & C. has now decided to make it mandatory for vari-
ous authorities, such as Commissioner (Appeals), original adjudicating authori-
ties and Compounding Authority to conduct personal hearing, in respect of any
proceeding under the Customs Act, 1962, Central Excise Act, 1944 and Chapter V
of Finance Act, 1994 through video conferencing facility and has issued broad
guidelines to conduct such virtual hearing so that ongoing work of appeals and
adjudications are completed expeditiously for quick delivery of justice through

Anti-dumping Duty

Anti-dumping duty on Black Toner in Powder Form, originating in, or
exported from, China PR, Malaysia and Chinese Taipei. — The Central Gov-
ernment has imposed a provisional Anti-dumping duty on Black Toner in Pow-
der Form, falling under sub-heading 3707 90 of the Customs Tariff, originating
in, or exported from, China PR, Malaysia and Chinese Taipei and imported into
India for a period of six months unless revoked, amended or superseded earlier
and shall be payable in Indian currency. — Notification No. 22/2020-Cus. (ADD),

Anti-dumping duty on Flax fabrics, originating in, or exported from,
People’s Republic of China and Hong Kong. — The Central Government has
amended Notification No. 39/2015-Cus. (ADD), dated 12-8-2015 to extend the
Anti-dumping duty on Flax fabrics, falling under Chapter 53 of the Customs
Tariff, originating in, or exported from, the People’s Republic of China and Hong
Kong up to and inclusive of 11-11-2020, unless revoked earlier. — Notification No.

Anti-dumping duty on Diketopyrrolo Pyrrole Pigment Red 254 (DPP
Red 254), originating in, or exported from, China PR extended upto 16-11-2020.
— The Central Government has amended Notification No. 41/2015-Cus. (ADD),
dated 17-8-2015 to extend Anti-dumping duty on import of Diketopyrrolo Pyr-
role Pigment Red 254 (DPP Red 254), originating in, or exported from, China PR
up to 16-11-2020, unless revoked, superseded or amended earlier. — Notification

Anti-dumping duty on Caustic Soda, originating in, or exported from,
People’s Republic of China and Korea RP extended till 17-11-2020. — The Cen-
tral Government has amended Notification No. 42/2015-Cus. (ADD), dated 18-8-
2015 to extend Anti-dumping duty imposed on import of Caustic Soda, originat-
ing in, or exported from, People’s Republic of China and Korea PR up to and in-
clusive of the 17-11-2020, unless revoked, superseded or amended earlier. — No-
tification No. 25/2020-Cus. (ADD), dated 17-8-2020. (See page N82)
Anti-dumping duty on Phosphoric Acid of all grades, originating in, or
exported from, Korea RP. — The Central Government has extended Anti-
dumping duty on import of Phosphoric Acid of all grades and all concentrations
(excluding Agriculture/Fertilizer grade), falling under Tariff Item 2809 20 10 of
